Transport infrastructure decisions have effects that extend over long time horizons. They require public authorities to envisage inherently uncertain scenarios, in which the consequences of present choices will unfold against economic, environmental and social interests that are still taking shape and therefore cannot be directly ascertained. How can administrative law govern decisions that seem to require, more than an assessment of present facts, an anticipation of the future? And what roles do planning and programming play in this respect? This article develops around these questions, arguing that planning and programming embody, at least in the context of transport infrastructure, fundamentally different ways of constructing the public knowledge on which administrative decisions ultimately depend.

Abstract
Transport infrastructure decisions have effects that extend over long time horizons. They require public authorities to envisage inherently uncertain scenarios, in which the consequences of present choices will unfold against economic, environmental and social interests that are still taking shape and therefore cannot be directly ascertained. How can administrative law govern decisions that seem to require, more than an assessment of present facts, an anticipation of the future? And what roles do planning and programming play in this respect? This article develops around these questions, arguing that planning and programming embody, at least in the context of transport infrastructure, fundamentally different ways of constructing the public knowledge on which administrative decisions ultimately depend.| File | Dimensione | Formato | |
